As many towns and cities in the past grew by accretion so do the districts of contemporary cities; an extraordinary quilt of intentions that self-organizes over time so as to serves the needs of neighbourhood residents and the city as a whole. This gradual adjustment and adaptation can often be strenuous for the residents and the economy. Extensive development on both sites of a river running through the city with few crossings could choke economic activity and waste inordinate time from peoples daily schedules.
